A dimension enclosed in a rectangle is a basic dimension: theoretically exact, carrying no tolerance of its own. Its tolerance lives in the geometric frame that references it, which is why a drawing full of boxed dimensions is not an untoleranced drawing.
Marks a theoretically exact dimension carrying no tolerance itself, the tolerance being supplied by an associated geometric callout.
