!? marks a move the annotator finds interesting — enterprising, sharp, or committing — without endorsing it outright. It is the annotation for a move that deserves thought rather than a verdict.
Marks a move the annotator considers interesting or enterprising, without judging it sound. A convention of chess publishing rather than a rule.
Order matters. !? leads with approval and !?'s mirror ?! leads with doubt, so the two say noticeably different things about the same move.
