Marks a Japanese road closed to all traffic including pedestrians, the strongest prohibition in the schedule.
Marks a road closed to every kind of traffic, on foot or on wheels.

Is stronger than the no-entry sign it resembles: no-entry closes a road to vehicles entering from one direction, and this closes it to everybody in both. The two are told apart in the schedule by the accompanying plate rather than by the disc.
