The Japanese five-level scale stating what a resident should do in response to a weather or flood warning.
States what action a resident should take at each level of warning.

Was introduced in 2019 to replace a set of separately worded advisories that residents were found not to be acting on, and it states an action rather than a hazard at every level; level five was reworded in 2021 to say that safe evacuation is already impossible, because the earlier wording had been read as an instruction to leave when leaving was the more dangerous option.
