A portable appliance test label is the small sticker on a plug or lead recording that the item has been electrically checked, by whom and when, usually with a suggested next test date. It is a record of a check rather than a legal certificate: the duty in Britain is to keep electrical equipment safe, and testing intervals are a matter of risk assessment rather than of a fixed rule. An out-of-date label therefore means the record has lapsed, not that the item is unlawful.
