A Z or a signed offset fixing a time to a zone.
Also known as: UTC offset, Zulu time marking
A time without a zone designator is ambiguous. ISO 8601 marks Coordinated Universal Time with a Z and other zones with a signed offset from it. An offset is not a time zone: it says how far from UTC a moment was, and not which zone's rules produced it.
Fixes a written time to a zone, using Z for Coordinated Universal Time or a signed offset in hours and minutes.

Records an offset rather than a zone, so it says how far from UTC a moment was but not which zone's rules, including daylight saving, produced that offset.
