The mass-casualty triage category for casualties who are dead or whose injuries are not survivable with the resources available.
Marks a casualty who is dead, or whose injuries cannot be survived with the resources present.

Depends on the resources available rather than on the injury alone, so the same casualty could be categorised differently at a small incident and a large one — the category is a statement about the situation as much as about the person.
