Marine forecasts report visibility in four defined bands — good, moderate, poor and fog — each with a stated distance. Poor visibility begins at two nautical miles, which is a good deal further than the word suggests.
Reports visibility in defined bands: good above five nautical miles, moderate between two and five, poor between about a thousand metres and two miles, and fog below that.

Uses thresholds that are stricter than the everyday sense of the words, so 'poor' names a range in which a coastline is still visible.
